Leslie Harmon
President

Leslie Harmon is the Pension Administrator for the City of Boca Raton. She has been with the city for over 20 years.  She earned a Master of Public Administration from Florida Atlantic University and received a Bachelor of Science degree in Natural & Cultural Resource Management from Georgia Southern University.  Currently, she is pursuing her designation as a Certified Government Finance Officer.

Leslie has been an active member of the FGFOA since 2005. She served on the Palm Beach Chapter as the Social Committee Chair during fiscal year 2013-14, Secretary during fiscal year 2014-15, Treasurer during fiscal year 2015-2016 & 2016-2017 and President-Elect during fiscal year 2017-2018.

Katie Roundtree, CPA, CPFO

Katie has worked at Northern Palm Beach County Improvement District as Finance Director since 2002.  She is in charge of finance, insurance, information technology, public relations, human resources and is the Records Management Liaison Officer. She received her Bachelor of Business Administration degree in accounting and a Bachelor of Science degree in business management from Florida Atlantic University. In addition, she received her Master’s Certificate in Human Resource Management from Nova Southeastern University.  Prior to joining Northern, she worked at Haas Diaz & Company where she audited governmental entities. She is a Leadership Palm Beach County Alumni- Class of 2018.

Jeanette Haynes
Treasurer

Jeanette L Haynes is a Senior Accountant at the City of West Palm Beach.  She has been with the City of West Palm Beach for 31 years. She earned a Bachelor of Science Degree in Accounting from Troy State University.

Jeanette has been a member of the FGFOA since  February, 2008. She was part of the Leadership FGFOA Class II 2017. She serve on the FGFOA Member and Leadership Development committee and serve as the FGFOA Fiscal Oversight Committee Chair.

Mark A. Parks, Jr. CPA, MBA

Mark A. Parks, Jr. currently serves as the Chief Financial Officer (CFO) for the City of West Palm Beach, Florida, the city named by Forbes Magazine in 2014 as Florida’s #1 City for business and careers.  In addition to his duties as CFO, Parks was responsible for the implementation of a strategic data initiative called CityStat that allows the City to measure data and make data driven decisions.  Prior to his position as CFO of West Palm Beach, he served as the Chief Fiscal Officer for Cuyahoga County and County Treasurer.  Cuyahoga County is one of the most populous counties in America.  Parks was the first African American County Treasurer and Fiscal Officer in the history of the State of Ohio.

Parks received his Bachelor of Arts degree from Baldwin-Wallace University, double majoring in Business Administration and Political Science.  He also received a Master of Business Administration degree from the University of Phoenix.  He is a Certified Public Accountant, who has passed Series 6, 63, 65 and 26 Securities Exams and Life and Health Insurance exams.  A Native of East Cleveland, Ohio, Mark is the husband of Connie and the father of Mark III and Charles.

Kadem Chevere
Director

Kadem Chevere is an Accountant with the City of Boca Raton. In December 2016, she graduated from Florida Atlantic University with her Bachelor’s degree in Accounting.  Her professional experience ranges from banking, recruitment and staffing, college career advising, administrative support and now accounting. She also served in the United States Army for 3 years as a Financial Management technician.

Kadem has been a member of FGFOA since October 2016 and a member of the Palm Beach Chapter since April 2017. Last year she served as sub-committee chair for the Student recruitment committee that is under the Membership and Leadership committee of FGFOA. She does outreach to students on careers in government accounting and finance and recently had the opportunity to speak to accounting students at Florida Atlantic University.

Lenworth Codner
Director

Lenworth Codner joined the City of Boca Raton in April 2010 and currently is the Pension Accountant for the General Employees and Police & Firefighters’ Retirement Plans. His primary responsibilities are to maintain the daily financial records and provide the monthly and annual financial statements for both plans.

Prior to joining the City of Boca Raton, Mr. Codner works for Maple Properties (a privately family owned commercial real estate investment company) from February 2008 to March 2010. Prior to this he was with Gables Residential (a publicly owned company) in Real Estate Investment Trust from June 1998 to January 2008.

He earned his BBA Accounting from Florida Atlantic University, a member of the American Institute of Certified Public Accountants (AICPA), Florida Government Finance Officers Association, Inc (FGFOA) and Florida Public Pension Trustee Association (FPPTA).

Gerald Peebles
Director

Gerry Peebles is the Risk Manager for the Palm Beach County Sheriff’s Office (PBSO) and a member of the Sheriff’s Command Staff, leading the Risk Management Division.  His Division administers programs such as Workers’ Compensation, Employee Benefits, Occupational Safety, Health and Wellness Programs and Clinics, Retirement Plans, Deferred Compensation Plans, Family Medical Leave and more.  Mr. Peebles has served on the FGFOA Conference Program Committee for three years, currently serves as a member of the Palm Beach State College Business Partnership Council, and has served on the Board of Directors for the Sheriff’s Broken Star fund for ten years.

Prior to his role as Risk Manager, Mr. Peebles served eight years as Section Manager in the Sheriff’s Budget Division, preparing and administering the PBSO annual budget.  His previous work experience includes three years as a Senior Analyst in the City of Norfolk’s Management and Budget Office, two years as Payroll and Benefits Administrator for the City of Norfolk Public Schools, ten years as Medical Center Manager at the University of Virginia Health System (Budget, Payroll, and Employee Benefits Administrator), and twenty years of service as a US Navy fighter/attack pilot and unit Commanding Officer.

Gerry and his wife, Roxanne have been married for forty-six years, raised three children together, and now enjoy entertaining their seven grandchildren at every opportunity.
