Director, Financial & Support Services Division, Palm Beach County Parks and Recreation Department
Rebecca Schnirman is the Director of the Financial and Support Services Division for the Palm Beach County Parks and Recreation Department. The Financial and Support Services Division provides payroll, budgeting, revenue, business development, customer service, point of sale, purchasing, and financial support for the Department. She has worked for Palm Beach County for 15 years, and has been in her current position for the past seven years. Her educational background includes a Bachelor of Science Degree in Management Information Systems from Florida Atlantic University and a Master of Business Administration Degree from Florida Atlantic University. Rebecca is an active member of several organizations including the Government Finance Officers Association, the Florida Government Finance Officers Association, the Palm Beach Chapter of the Florida Government Finance Officers Association, the National Recreation and Parks Association, and the Florida Recreation and Parks Association (FRPA). Rebecca served as President for the Palm Beach Chapter of the Florida Government Finance Officers Association from 2016-2017. Rebecca served as the Communications Committee Chair for the Florida Government Finance Officers Association for the 2017/2018 term and as Treasurer for the Fort Lauderdale Alumnae Chapter of the Sigma Alpha Iota Music Fraternity from 2016-2018. Rebecca is a proud graduate of FRPA’s 2016 Joe Abrahams Academy for Leadership and recently received her CPRP certification in July of 2017. When she’s not working, Rebecca likes to golf, bike ride through her favorite local parks, and spend time with her awesome husband.
Finance Oversight Committee
Responsible for reviewing internal controls, policies and procedures, the annual budget and treasury operations in relation to the financial transactions of the Chapter. This committee makes recommendations to the Board of Directors and presents an annual report on the fiscal position of the Chapter at the annual business meeting.
Danielá E. Russell, currently serves as the Chief Financial Officer (CFO) for Seacoast Utility Authority (the Authority), located in Palm Beach Gardens, Florida. Seacoast Utility Authority is a regional water and wastewater special district created under an inter-local agreement, which serves approximately 100,000 residents in the City of Palm Beach Gardens, the Village of North Palm Beach, Town of Juno Beach and Town of Lake Park areas.
As CFO, Danielá is responsible for the Finance, Purchasing, Budgeting, Customer Billing/Service and Administrative/HR Divisions. She acts as the Authority’s Pension Plan and 457 Deferred Compensation Trustee, directly manages over $85 million of Authority investments and administers the Authority’s debt compliance program. Earning her bachelor’s degree, with a major in Accounting, from Florida Atlantic University in 1989 and achieving her CPA license in 1990, she pursued a position in Public Accounting. During her 18 years in Public Accounting, reaching senior manager level, she focused mostly on governmental auditing and corporate/partnership taxation. In 2006, Danielá accepted a position with The Authority as Finance Department Manager, then in 2013 was promoted to Finance Director and in 2018 promoted to CFO.
Danielá is a mother of three children, two who are currently attending college and one in high school and lives in northern Palm Beach County. She currently serves on the FGFOA Conference Program Committee, Education Committee and is Fiscal Oversight for the FGFOA Palm Beach County Chapter.
Responsible for promoting interest in the Chapter, conducting membership drives, and recommending applicants for membership. This committee keeps records of pertinent information concerning each current and terminated member of the Chapter.
Responsible for planning the networking events and activities for the Chapter and encouraging the participation of its members.
Rebecca Tew currently serves as the Town Accountant for the Town of Gulf Stream. In addition to her duties as Finance Administrator, Rebecca also is responsible for overseeing the Town’s permitting and Occupational Registration program, as well as serving as the IT Coordinator and GIS Tech for the Town.
Originally from Fayetteville, North Carolina, Rebecca graduated from North Carolina State University in Raleigh, North Carolina with a Bachelor of Science Degree. She has devoted many years serving on non-profit boards such as the MOMS Club International West Clayton Chapter President and the Secretary for the Volunteer Fire Department of Stedman, North Carolina. She began her government career in the City of Fayetteville, North Carolina and found her true calling in life; serving her community.
Rebecca moved to Florida and began working for the Town of Gulf Stream in 2014. During her time in Florida she has diligently become involved in her community, even serving as the head announcer for the Upwards Basketball and Cheerleading League based out of St. Peter’s United Methodist Church in Wellington for three years. Professionally, she undertook the task of building Gulf Stream’s very first budget document to submit for the GFOA’s Distinguished Budget Presentation Award and has since been awarded the award three times. She looks forward to contributing to the growth and expansion of the PBC Chapter of the FGFOA as the Social Committee Chair.
